The view here looks out over open water instead of the road, toward the sea off Satta in Suruga, where the Tōkaidō ran close to the coast and Mount Fuji rises beyond the bay. Travelers knew the Satta stretch for rough water and sudden winds, and Hiroshige used that open shoreline to let the mountain fill the upper part of the composition. The print is number 23 in his *Thirty-six Views of Mount Fuji*, a late series that returned to the mountain from many roads, coasts and seasons. The catalog dates it only loosely, to the 1850s, which was among the most productive decades of Hiroshige's career as a landscape printmaker.
