Few pictures on this board show a drawbridge alongside foreign visitors, which sets this drawing apart. Its catalog record attributes it to Isoda Koryūsai, an Edo-period artist known for ukiyo-e scenes of city life, but the dates conflict. The record gives 1750, which predates the 1764 to 1788 span listed for the artist, and its subject headings point to Tokyo between 1850 and 1900, a period when Edo had become Tokyo and foreigners were arriving in Japan in larger numbers. Those mismatches are worth checking against the Library of Congress catalog before relying on the date.
