In 1911, Beloit, Wisconsin, was a Rock River manufacturing city of roughly 14,000 people, where shops built engines and paper-making machinery for buyers far beyond Rock County. Fairbanks, Morse & Co., which made gasoline engines and windmills, was among its largest employers, and the Beloit Iron Works supplied paper mills across the country. Each morning, workers crossed the river and passed the rail yards to reach their shop floors, and their families filled the neighborhoods that had spread outward from the older downtown. Statehouse politics that year were shaped by Governor Francis McGovern's reform agenda, a debate that residents followed in the local papers.
