Madison in 1911 was a state capital and university town on the isthmus between Lakes Mendota and Monona, with a skyline in transition. The second capitol had burned in 1904, and its replacement, with a dome that would become the city's defining landmark, was still under construction on the Capitol Square. Manufacturing had grown alongside government work, and the Gisholt Machine Company was producing machine tools that found buyers well beyond Wisconsin. Students, professors, and lawmakers gave the streets an academic and political character, while the lakeshore drew families on summer evenings. Residents of that year would have known the city first by its lakes and by the unfinished capitol that signaled the state's ambitions.
