By 1911 La Crosse had outlived the sawmill boom that had made it, as the white pine cut upriver had dwindled and its lumber yards were giving way to other work. The city's economy now leaned on breweries, including the Heileman works, on its tanneries and factories, and on the railroad division yards, where crews and shop workers kept the Milwaukee Road's trains moving along the Mississippi. Residents living in the wards climbing the bluffs were used to hearing the whistles of trains and the clatter of streetcars, and they knew their town as a place of workers' neighborhoods, German beer halls, and Norwegian Lutheran congregations. The view from the heights above the river would have shown them the rail lines and the levee at a moment when the town's future rested on manufacturing rather than on logs.
