Cologne on the Rhine in 1921 was a river city still under Allied occupation, as British troops had held the city since late 1918. Its harbors handled coal, grain, and manufactured goods moving up and down the river, and the quays were central to the city's commerce. Konrad Adenauer, then the city's mayor, led a government that had to deal with occupation controls, a weakening currency, and the reparations Germany owed under the postwar settlement. Dockworkers, carters, and bargemen would have known the waterfront as the place where the city's trade met its uncertain economy every day.
