Cologne in 1921 was a river city still living under Allied occupation, with British troops holding the Rhineland after the First World War. The city's mayor, Konrad Adenauer, faced the twin pressures of occupation rules and a strained municipal budget as Germany struggled with war debts and reparations. Cologne's economy rested on Rhine shipping, rail connections, and manufacturing, including chemicals, metalworking, and food processing, and its docks and freight yards remained busy despite the upheaval. The Gothic cathedral, finished in 1880, dominated the skyline over the river, and the city's old Roman and medieval streets sat beside newer factory districts. Residents in 1921 would have known Cologne as a commercial and Catholic city on the Rhine, one whose future was uncertain in the years before inflation hit in 1923.
