The Drachenfels, a trachyte crag above Königswinter on the Rhine's east bank, had drawn steamboat tourists for most of a century by 1921. A cog railway opened in 1883 carried visitors from the river to the ruined castle at the summit, and the legend of Siegfried slaying a dragon there gave the hill its name and fame. In 1921 Germany was struggling under the postwar settlement, and the Allied reparations demands announced that spring weighed on towns across the Rhineland, where Cologne remained under Allied occupation. Vineyards on the lower slopes and river traffic still supported local families, and day-trippers from Cologne and Bonn kept coming to climb the hill and look out over the water.
