In 1921, the Lorelei rock stood above the Middle Rhine near St. Goarshausen, where the river narrows through steep slate hills between Bingen and Koblenz. Germany was still recovering from the First World War and the Treaty of Versailles, which had cost it territory and set heavy reparations, and the Rhineland was under Allied occupation. The valley's economy rested on river barge traffic, passenger steamers, and the railways that ran along both banks, carrying coal, wine, and goods. Most visitors and locals knew the cliff through its legend of a siren who lured boatmen to their deaths, a tale made famous by Clemens Brentano's ballad and Heinrich Heine's poem "Die Lorelei" from 1824. Tourism on the river was already well established, and the rock was one of its most recognized sights.
