In 1919 the Sewell's Point end of Hampton Roads was still recovering from the influenza epidemic of the previous autumn, which had closed schools and filled hospitals across Norfolk and the surrounding counties before easing early that year. Virginia had gone dry statewide in 1916, and the national prohibition amendment was ratified in January 1919, so drinking in the port towns moved into private clubs and illicit supply. Navy families and civilian workers on the base relied on the city's streetcar lines to reach downtown and the waterfront. For many of the people living there, the open water across the roads was the daily measure of whether a paycheck would keep coming.
