In 1920, Hampton Roads was a working port of coal, naval aviation and steamship traffic. The Norfolk and Western Railway's coal piers at Lambert's Point loaded bituminous coal from the interior for ships waiting in the roads. Across the water at Sewells Point, the Navy's flying field and base, begun during the war, were still expanding as the fleet moved into peacetime routines. Norfolk's population had passed 100,000 in the 1920 census, drawing clerks, stevedores and tradesmen to streetcar neighborhoods near the navy yards, and families along the waterfront depended on whether the next ship would bring work.
