Hampton Roads in 1919 was one of the busiest naval and commercial waterfronts on the East Coast, where the Norfolk Naval Operations Base and the nearby Norfolk Navy Yard at Portsmouth served the Atlantic Fleet. The First World War had just ended, and the region's shipyards, coal piers and rail terminals were turning from wartime output toward peacetime trade, while sailors, dockworkers and shipbuilders filled the streets of Norfolk and Newport News. Residents knew the roads as a gateway where warships, merchant freighters and passenger steamers crossed paths in the same sheltered waters. Many of the men pictured along this waterfront would have seen the base's piers and fleet as the center of local employment and daily life.
