Lynchburg, Virginia, in 1919 was a river city of hills and factories on the James, and this view records the new viaduct that carried street traffic across the low ground and rail lines that separated its neighborhoods. The city's economy rested on tobacco warehousing and manufacturing, including the shoe and tobacco works along its riverfront, and on the railroads whose yards and shops gave work to many residents. The country had just come through the First World War and the 1918 influenza epidemic, so a new crossing built in those years signaled a community returning to ordinary business and expecting growth. Residents of the day knew Lynchburg as a commercial center that linked the Piedmont with the rest of the state, and the viaduct was one more way to move people and goods through its steep terrain.
