Norfolk in 1919 was still living with the end of the First World War, as the Navy's presence at Sewells Point and the wartime shipping that had passed through Hampton Roads wound down toward peacetime. The city's wharves and rail yards had handled a heavy load of military freight and troop movements, and the work of returning that traffic to commerce was a daily concern for dockworkers, shipping agents, and the families who depended on them. Across the river, the Norfolk Navy Yard at Portsmouth remained a major employer, and the coal piers at Lambert's Point kept loading ships bound for northern and foreign ports. This panoramic view of the waterfront records a city whose residents measured their prosperity by how many vessels were tied up at its docks.
