Norfolk, Virginia, in 1913 was a busy port city on the Elizabeth River and Hampton Roads, with its economy built on shipping, coal and naval activity. The Norfolk and Western and Seaboard Air Line railroads carried coal, tobacco and cotton through the city to ocean piers, and the harbor handled a steady flow of freight bound for northern and foreign markets. The United States Navy had a large presence nearby at the Norfolk Navy Yard in Portsmouth, which tied the city's fortunes to the fleet and to the civilians who worked its docks and shops. Local residents knew Norfolk as a commercial gateway in the Tidewater, a place where wharves, streetcars and church spires crowded a low, waterfront skyline.
