Norfolk, Virginia, in 1913 relied on its waterfront to move lumber, farm produce, and passengers bound for northern ports. Steamship lines ran regular service from the Elizabeth River toward New York and other Atlantic cities, while the city's streetcars carried dockworkers and clerks between the wharves and the neighborhoods. Truck farms in the surrounding countryside sent vegetables and fruit to the piers, so crates and freight wagons crowded the approaches on busy mornings. Residents also followed politics closely that year, as the newly ratified federal income tax and Woodrow Wilson's first months in office filled the local newspapers. For many families, the river was simply where work, news, and visitors arrived.
