Norfolk, Virginia, in 1909 was one of the busiest ports on the Atlantic coast, shaped by coal shipments, naval activity, and the steady traffic of tugs, ferries, and freighters moving along the Elizabeth River. The city had rebuilt after the 1907 fire that burned much of its downtown, and the waterfront remained the commercial heart where wharves, warehouses, and rail connections met. Norfolk also sat beside the Navy's presence at Hampton Roads, so naval vessels and shipyard work were familiar sights to residents. Many locals would have measured the city by its harbor, where cargo, passengers, and the sounds of steam whistles defined daily life.
