In 1909, Washington's Potomac waterfront was still a working river front, where steamboats, schooners, and barges tied up at wharves that handled fish, oysters, produce, lumber, and coal. The Southwest waterfront, along the Washington Channel, was known for its crowded fish and market wharves, and its trade drew watermen and dockworkers from both sides of the river. The city was only a few years into the Taft administration, and its population was still concentrated in the older downtown and along the riverfront rather than in the broad federal grounds planned later. Residents knew the waterfront as the place where the city's commerce met the Potomac, and where the rivers' seasonal rhythms, such as the fishing runs and spring floods, set the pace of local work.
