In 1909 Washington was preparing for a change of administration, and William Howard Taft took the oath of office on the East Portico of the Capitol in March, with crowds filling the grounds below. That summer Congress passed the Payne-Aldrich Tariff, a bill that divided the Republican Party and filled newspapers for months. Union Station, opened in 1907, had made the city easier to reach by rail, bringing more visitors to the Capitol grounds. For the clerks and congressional staff who worked there, the building was less a monument than the place where their jobs and daily routines were set.
