In 1906, Washington, D.C., was a city of about a quarter million people whose economy rested mostly on federal employment, with government clerks, congressional staff, and the military forming the core of its middle class. The United States Capitol, finished with its cast-iron dome in the 1860s, stood at the head of the city's plan and was the setting for the year's major legislation, including the Pure Food and Drug Act that Congress passed and President Theodore Roosevelt signed in June. Electric streetcars carried residents along the avenues, and the city's segregated neighborhoods, schools, and public places shaped daily life for its large Black population. Residents would have known the Capitol as the center of national politics, a building that was both their workplace and a point of civic pride.
