Washington, D.C., in 1904 was a federal city of roughly 300,000 people, still shaped by the Senate and House and by the many clerks, lawmakers, and office workers who made the government their livelihood. The Capitol dome, finished in the 1860s, stood over a city where streetcar lines were expanding and electric lighting was spreading along the avenues. The Library of Congress, whose main building on Capitol Hill opened in 1897, was then a newly prominent institution, and its ornate reading room drew scholars and curious residents alike. Many Washingtonians also lived with segregation, since the city's Black residents faced restrictions in schools, housing, and public accommodations under local custom and practice. Across the Mall and the surrounding neighborhoods, the capital in 1904 was a government town still growing into a national monument-filled city.
