In 1889, Washington, D.C., was a federal city of roughly 230,000 people, and its economy rested largely on the government itself. Clerks filled the departments along Pennsylvania and Constitution avenues, and the city's boarding houses, streetcar lines, and shops served them. The Washington Monument had stood finished since 1884, and the Pension Building had been completed only a couple of years earlier, so the skyline was changing under a new generation of public buildings. Congress had recently seated a new president, Benjamin Harrison, who took office in March 1889. The Library of Congress was still housed inside the Capitol, and its growing collections were a source of civic pride even as its staff worked in cramped rooms.
