Washington in 1894 was a city of federal workers, and that spring it drew national attention when Jacob Coxey's band of unemployed men marched east from Ohio to demand public works jobs. Their arrival turned the Capitol grounds into a stage for protest and police attention, a sign that the hard times following the 1893 financial collapse had reached the national government's doorstep. Residents who drew government paychecks watched the encampments with a mix of sympathy and unease while Congress argued over tariffs and the currency. Levin C. Handy, a Washington photographer, recorded the city during these years, when the capital still felt compact enough to fit within a single wide frame.
