In 1891 Washington, D.C., was a city of about 230,000 people, shaped more by the federal government than by any factory or port. Its residents worked as clerks, civil servants, and tradesmen, and many were Black Washingtonians who had built lives in the city since emancipation. The District had no elected mayor, since a three-man board of commissioners appointed by the president ran local affairs. The Library of Congress, then housed in the Capitol, was about to move into its own building, which was going up on Capitol Hill that year. This view of the capital, made by photographer Levin C. Handy, shows a city still growing outward from the Mall, with the Washington Monument and the Capitol dome as its landmarks.
