In 1888, Washington was a government town of roughly a quarter million people, where federal clerks, congressional staff, and the workers who served them made up much of the population. Congress had voted in 1886 to give the Library of Congress its own building, and the excavation on Capitol Hill that year marked the first physical step away from the cramped rooms the library had shared under the Capitol dome. Those crowded quarters had long frustrated librarians, and the new structure was meant to hold a collection that was growing fast through copyright deposits. The city was also in a presidential election year, and its streets, newspapers, and boarding houses buzzed with talk of the Cleveland and Harrison campaign. Residents would still have remembered the great snowstorm of March 1888, which buried the city and halted its streetcars and trains for days.
