In 1909 the Capitol stood at the head of a city of roughly a third of a million people, and its grounds were in the middle of a long program of change. The Senate Park Commission, appointed in 1901 and known as the McMillan Commission, had urged a unified design for the Capitol grounds and the Mall, and that landscaping work was still underway. Across the Potomac at Fort Myer, Virginia, Army officers were that year testing the Wright brothers' airplane, a sign that the federal government was taking an interest in aviation. For the many residents who worked for the government, the Capitol was both a workplace and the everyday face of the nation's capital.
