Washington in 1909 was still organized around the long open axis between the Capitol and the Washington Monument, which had been completed in 1884 and remained the tallest structure in the city. Along the Mall, the Smithsonian's new natural history building was going up as its collections kept outgrowing older quarters. Congressmen and department clerks dominated the view, but the broad lawns also drew Sunday strollers, band concerts, and families from the nearby rowhouse blocks. Many residents and visitors still judged the capital by this stretch of open ground, which they felt lagged behind the grand plans its designers had drawn for it.
