Washington, D.C., in 1909 was a city of about 300,000 people, still shaped by federal government work more than by industry. That spring William Howard Taft took the oath of office in March, succeeding Theodore Roosevelt, and the White House was a busy center of executive business. Roosevelt's 1902 renovation had moved the president's offices into a new West Wing, so the executive mansion now housed far more of the government's daily work. Residents and visitors of the period knew the White House as the symbol of a federal capital that was growing quickly, with streetcars, new government buildings, and the open grounds of the Mall and Potomac parkland all changing the city's appearance.
