Washington, D.C., in 1909 was a city of more than 300,000 people, shaped mainly by federal offices rather than factories. In March, William Howard Taft took the presidential oath at the Capitol, succeeding Theodore Roosevelt, and his arrival drew attention to the departments and agencies that filled the streets near Pennsylvania Avenue. Most residents depended on government salaries, while a board of commissioners appointed by the president managed the city's streets, schools, and water. Electric streetcars carried clerks and shoppers to outlying neighborhoods, and across the Potomac at Fort Myer, Army officers watched Orville Wright's airplane trials that summer, an early sign of the new century's machines.
