Pennsylvania Avenue in Washington, D.C., in 1909 ran between the White House and the Capitol as the city's main ceremonial and commercial street. The capital was then a government town of roughly 300,000 people, where federal clerks, streetcar workers, and local merchants made up most of the workforce and the city's economy depended heavily on Congress and federal payrolls. Electric streetcars were carrying residents along the avenue, and the city was still working through the McMillan Plan of 1901, which had called for clearing the Mall and reshaping the monumental core. Public life centered on parades, inaugurations, and the crowds that gathered near the Capitol and the Willard Hotel. Washingtonians of the day knew the avenue as the city's front door, the route every presidential procession took.
