Washington in 1925 was a federal city whose economy rested on government payrolls rather than factories, with the Capitol closing the view at the east end of the Mall. Under President Calvin Coolidge, the capital had swelled with clerks and scientists working for agencies created during and after the First World War, and it still had fewer than half a million residents. The Coast and Geodetic Survey, which had charted the nation's coasts since Thomas Jefferson's time, belonged to the Department of Commerce under Herbert Hoover, and its mapping and tidal work made it one of the quieter but essential bureaus in the city. Residents knew the capital for its ceremonies, its streetcars, and the steady crowds drawn to the Capitol grounds.
