Tacoma, Washington, in 1911 was a Puget Sound port city that had grown up around its role as the western terminus of the Northern Pacific Railway. Sawmills, shingle mills, and the smelter on the tideflats made the waterfront a working edge, and grain, lumber, and coal moved out through its docks toward Asian and domestic markets. The arrival of the Chicago, Milwaukee, and St. Paul Railway in 1909 gave the city a second transcontinental line and added to the rivalry with Seattle, forty miles north. Residents of about 80,000 would have recognized the view as a place of smokestacks, wharves, and steep hillside homes, a city still proud of its rail connections and its harbor.
