Tacoma, Washington, in 1919 was a busy port on Commencement Bay, shaped by its role as the western terminus of the Northern Pacific Railway, which had made the city a shipping and freight center since the 1880s. Sawmills, shipyards, and the large copper smelter on the tideflats gave the town much of its payroll, and the smelter's smoke was a familiar complaint for anyone living downwind. The end of the First World War had recently slowed the wartime shipbuilding and lumber demand that had filled the docks, and workers were pressing for better wages and steadier hours across the Puget Sound region. Tacoma's population was approaching 100,000, and residents knew their city as the "City of Destiny," a booster nickname that reflected their hopes for the harbor and the rail lines reaching it.
