Vancouver Barracks, on the Columbia River bluffs across from Portland, Oregon, had been an Army post since the 1840s, and in 1919 it was still a place where soldiers trained and were processed after the First World War. The Armistice of November 1918 had ended the fighting, so engineer units like this one were waiting on demobilization orders while the post settled back into peacetime routines. Across the river, Portland's economy rested on lumber, shipping, and grain moving down the Columbia and Willamette, and the Vancouver side shared those waterfront ties. Residents of the region in 1919 would have connected the post with the wartime draft and the homecoming of local men, along with the labor strikes and high prices that unsettled the Pacific Northwest that year.
