Spokane, Washington, in 1919 was a railroad and lumber city built around the Spokane River, where falls powered sawmills and flour mills and the Great Northern, Northern Pacific, and Milwaukee Road lines met in town. The city had been nearly wiped out by a fire in 1889 and rebuilt downtown in brick and stone, and by the late 1910s its wealthier families had begun settling on the South Hill bluffs to the south, where they could look down on the business district and the river valley. Those residents would have known Spokane as the commercial center of the Inland Empire, the wheat and timber country stretching east toward Idaho and north into the mountains. The years just after the First World War also brought returning soldiers, a postwar building slowdown, and the lingering effects of the 1918 influenza epidemic.
