Tacoma, Washington, in 1919 was a port city on Commencement Bay that had grown up around its selection as the western terminus of the Northern Pacific Railway in 1873. Sawmills, lumber shipping, and a large copper smelter on the tideflats made it one of the main industrial centers of Puget Sound, and grain and timber left its docks for distant markets. Wartime demand had kept shipping and factories busy, but by 1919 the city was adjusting to a postwar slowdown and rising labor tension across the region. This view from the upper floors of the Tacoma Building looks over the wharves, rail yards, and hills beyond, the kind of prospect local boosters pointed to when they measured the city's growth.
