Washington in 1919 was still a city stretched by the First World War, and the Navy Department was among the agencies that had grown fastest. Its offices spilled out of the State, War, and Navy Building beside the White House and into temporary wartime structures near the Mall, where clerks worked under crowded conditions. Josephus Daniels, who had led the department since 1913, oversaw a fleet that had escorted troop convoys across the Atlantic and was now being reduced after the Armistice of November 1918. Many Washingtonians knew the Navy chiefly through its civilian clerks, who made up a large share of the city's federal workforce, and through the sailors who came and went at the capital's rail stations.
