South Bend, a small city on Willapa Bay in Pacific County, Washington, was a lumber and shipping town in 1911. Its mills cut Douglas fir and spruce from the surrounding hills, and oysters from the bay had made the town a known name on the Pacific coast, with local canneries and packing sheds working alongside the sawmills. Pacific County's river and bay trade ran by steamboat and scow, and the town's waterfront was the place where logs, lumber, and shellfish left for markets in Portland and San Francisco. Residents of the period would have known South Bend as the seat of the county government and as a busy port of the bay, a community of mill workers, fishermen, and merchants on the Willapa shore.
