Manette, on the eastern shore of Sinclair Inlet in Kitsap County, Washington, was a small waterfront community in 1911, not yet absorbed into the city of Bremerton. Its fortunes were tied to the Puget Sound Navy Yard, which had opened across the inlet in the early 1890s and drew workers, supply traders, and boarding-house keepers from the surrounding shore. Most residents earned wages from the yard, from the sawmills and shingle mills that lined Puget Sound, or from the fishing and small boat work common along the inlet. Many families had arrived within the previous two decades as Washington's population grew after statehood in 1889, and their daily lives centered on the water, the ferry landings, and the churches and schools that served the scattered settlements.
