Norfolk, Virginia, in 1913 depended on the water south of its downtown, where oyster and crab packing houses turned Chesapeake catches into shipments bound for inland markets by rail. Longshoremen, many of them Black workers who loaded and unloaded ships largely by hand, formed the backbone of the port's labor force, and their wages and working conditions were a regular topic in the city's neighborhoods. Across the Elizabeth River, Portsmouth lay within easy ferry reach, so workers and shoppers crossed the water as a matter of routine. Residents would have known the waterfront as the place where the seafood trade, the rail yards, and the ferry landings all came together.
