Colonial Beach, Virginia, in 1913 was a summer resort on the Potomac River in Westmoreland County, where families from Washington, D.C., arrived by steamboat to bathe, stroll the piers, and stay in cottages along the shore. The town had long depended on fishing and oystering on the river, and the seafood trade gave local men steady work beyond the summer season. Its steamboat landing tied it closely to the capital, so business rose and fell with excursion schedules and the weather. Westmoreland County remained largely a farming and river community, and the resort was where its residents and city visitors met. Woodrow Wilson had recently taken office in Washington, and the people on these piers would have followed his administration in the same newspapers that advertised their boat rides.
