Parkersburg, West Virginia, was in the grip of the great spring flood of 1913 when this view was made. The city sits where the Little Kanawha River joins the Ohio, and its economy rested on river shipping, the Baltimore and Ohio Railroad, oil and gas work, and glass and chemical manufacturing. In March 1913 the Ohio rose over its banks across the valley, leaving streets and low-lying businesses under water and forcing residents onto upper floors and into makeshift shelters. Many people in the city would have measured the year by that disaster, and the cleanup and rebuilding that followed shaped civic life for months afterward. The photograph captures a town caught between its working river and the water that had taken over its streets.
