Parkersburg, West Virginia, sat where the Little Kanawha River meets the Ohio in 1913, and as the Wood County seat its wharves, rail connections and factories depended on steady river traffic. In late March that year, heavy rains swelled the Ohio Valley, and floodwater spread through the town's streets and low-lying blocks near the waterfront. William Blatz photographed the flooded town from above, a panorama that let residents see how far the water had reached into familiar neighborhoods. The disaster came in the same weeks that high water struck other Ohio Valley cities, and recovery meant months of cleanup and repair along the streets and riverfront.
