Charl, West Virginia, was touched by the wartime buildup of 1917, when the United States entered the First World War in April and American firms were pressed to produce steel for ships, guns, and armor. The surrounding region of southern West Virginia was already known for coal, timber, and the railroads that hauled them out to eastern markets. A plant making armor plate represented the heavy steel work the federal government was now asking private companies to expand, bringing new jobs and drawing workers from nearby hollows and other states. For people living there in 1917, the place would have been measured by its shifts, its payrolls, and the war news arriving by telegraph and newspaper each day.
