Wheeling, West Virginia, sat on a narrow bend of the Ohio River in 1909, a manufacturing city squeezed between the water and steep hills. Its mills and factories, especially iron, steel, nails, and window glass, drew workers and kept river barges and rail lines busy. The old National Road crossed the river here on the Wheeling Suspension Bridge, a link that still mattered to the city's sense of itself as a crossroads between the East and the Midwest. Wheeling had also been the seat of the wartime government of Virginia's western counties and had served as West Virginia's capital until 1870, so local residents took pride in a civic past that reached back well before the state's founding.
