Wheeling, West Virginia, in 1909 was a river city of mills, factories, and rail yards strung along the Ohio. Its economy rested on iron, steel, glass, and nails, and its mills drew workers and families from across the hills and from Europe. The Wheeling Suspension Bridge, completed in 1849 and carrying the old National Road across the river to Wheeling Island, still stood as a landmark that residents took pride in. The city had been the state capital during the 1860s and early 1870s, and it had lost that role to Charleston years before, so local leaders focused more on commerce and civic improvements than on politics in Richmond. Steamboats, freight trains, and the bridge all carried goods through the valley, and the people who lived there knew Wheeling as a working town first.
