Charleston, West Virginia, in 1909 was the state capital and a river city whose fortunes rested on the Kanawha Valley's coal, salt, and timber. The Kanawha River carried barges of coal and goods past the town, and the Chesapeake and Ohio Railway's lines through the valley tied it to markets east and west. Charleston had been the seat of state government since 1885, when the legislature settled there for good, and the state capitol downtown was the center of political life. Residents of the day would have known the town as a busy industrial hub at the meeting of the Elk and Kanawha rivers, where mining families, merchants, and lawmakers shared the same streets.
