Charleston, West Virginia, in 1909 was a river town of brick commercial blocks and church spires rising from the Kanawha Valley, where the city had served as the state capital since 1885. Its economy rested on the surrounding coal fields and the salt brine wells along the Kanawha, while the Chesapeake and Ohio Railway carried coal and timber to markets east and west. Barges and steamboats still worked the river, and the city's streets were filling with new trolley lines, stores, and houses on the hills above the business district. Residents knew Charleston as the seat of state government, where legislators met in the capitol and local politics often turned on coal, railroads, and the river trade.
