Charleston, the state capital of West Virginia, sat in 1913 where the Elk River meets the Kanawha, in a valley long known for its salt brine, coal seams, and river traffic. Salt had been boiled from local wells since the early 1800s, and coal mining in the surrounding hills drew workers and investment that shaped the town's growth. Land companies of this kind bought and subdivided river bottomland and hillside tracts as the city spread outward, while railroads and steamboat landings carried coal and goods to market. That spring, the great Ohio Valley flood of March 1913 pushed high water through riverside towns, and low-lying parts of Charleston were among those touched, leaving residents to rebuild along the banks. Most people here knew the city as a government seat and a coal and salt town, home to miners, merchants, and state workers.
