In 1914, the Crown Stogie factories stood in West Virginia, a state whose towns along the Ohio River depended on factory labor and river trade. Cigar and stogie making was labor-intensive, so these plants employed large numbers of workers, many of them women, who rolled and packed cheap cigars by hand for national markets. The factory district reflected the industrial growth that had reshaped the valley since the late nineteenth century, when railroads and river traffic brought raw tobacco in and shipped finished goods out. Across the country that year, the outbreak of war in Europe in midsummer began to disrupt export trade and tobacco prices, adding uncertainty to the livelihoods of workers whose jobs depended on steady orders.
